[Update] Overview of the Metadata Service

• Addresses a change in the way Cloud Manager displays cloud-init support. Previously, an icon was used to indicate unsupported distributions. Now, icon is used to indicate which distributions fully support the Metadata service / cloud-init.
• Added a section for encoding scripts into Base64. This updates the command that is used to encode a file into Base64 so that there are no line breaks. As the option for line breaks is different between Linux and macOS, commands for both OSs are included.
