Proposed changes

This PR adds SQLite compatibility to Hatter. It replaces TRUNCATE with DELETE FROM and uses PRAGMA foreign_keys = OFF instead of SET FOREIGN_KEY_CHECKS = 0 when the driver is SQLite, ensuring fixture loading works correctly in environments that use SQLite instead of MySQL.
