In an effort have more users testing out the new Linkerd+OpenJ9 configuration, this PR adds a configuration to build a Linker docker image with the J9 JVM. The build can be triggered by running
./sbt [linkerd/openj9:docker | namerd/openj9:docker] to build either Namerd or Linkerd.

Tests were done by running the command and running the locally built docker image against a client and a server.

fixes #2058
