USER_ENABLE_MULTIPLE_EMAILS ineffectual

I have set app.config['USER_ENABLE_MULTIPLE_EMAILS'] = True, however, the /user/manage-emails URL 404s, additionally, url_for('user.manage_emails)` raises a jinja template Exception (no such attribute).
