[Improvement] Only admin should be able to edit the group chat

Current behaviour: any member of the group chat can add/remove members and edit group chat info

Expected behaviour: only admin can do that

I know that it's done the same way as in Telegram, but for now we don't have proper role management, so it's better to restrict actions for members

Only Admin can:

1. Change group chat avatar
2. Change name of the group chat
3. Change group chat description
4. Add members
5. Remove members
