[Improvement] Send an even when a user declines an invitation to a group chat

1. User A invites User B to a group chat
2. User B declines an invitation
3. Currently no even is sent to the chat after that

Expectation: When User B declines an invitation, an event is sent to a chat "User Name Surname declined the invitation". No notification is sent to the member of the just, just a silent event

hi @tprudentova What did you mean notification? I still not understand about it? What is comparison with Telegram?

@hoangdat there are no invitations in Telegram as in Matrix, so can't really compare
Could you please postpone this issue for the next sprint and take the next one instead? I'll have a discussion about it with Diana just in case

No need to have a push notification for this, only message on the chat
