Lock fences to desktop so new icons can't go under them?

Thank you for such a GREAT program! AND for giving it to the WORLD for free!
That said, I cannot find a way to lock the fences to desktop so new icons can't go under them. If there IS a way, help? And if there ISN'T a way, could you code that in? I have put my "tool" folders in the top left corner for decades and my hand and eye go there automatically to get what I need. If I put a fence there & then install a new program ... ZIP! ... right under the fence she goes!

There is no such function right now... and frankly speaking I cannot think for any way to achieve this. 😕
I promise that I will give it a try once I will start coding again on the project.

For the moment to workaround this you can use the Peek Behind function on your "tool" fence and access the icon.

Update: None of the tricks I tried until release 9 works. Bummer.
