Please make the following changes:
- Move all the DG-related multisigs from the emergency brakes to the Committees file (incl. Emergency, Reseal, and Tiebreaker).
- Change the Emergency Committee representation to make it clear it is a single committee with two multisigs, and not two separate committees.
- Replace the research forum proof of ownership links with Twitter links.
