Summary

  • Supersedes fix(responses): record the canonical spend pool for request usage #6370 with Contract C pool accounting. Each currently configured provider P automatically owns its ordinary salted pool bucket at read time. Other historical labels, including account-ordinal labels, remain conservative unbound history counted once against each candidate until explicitly mapped. Exact current-provider alias destinations, owner-collision validation, live roster refresh, and compact's specific unbound-history refusal are preserved.
  • Requests capture enforcement mode, numeric root/identity/pool ceilings, and the physical-send limit L at their first spend admission/start. Later configuration changes affect later requests; retries, continuations and child budgets keep the starting policy. This maintains one consistent policy per request and avoids mixed-policy accounting. Constructing a request or reading an enforcement preview does not capture policy.
  • Enforced targets require a normal-capacity seed before inference. Physical transports share a finite L, exact prepaid proofs, and owner-scoped reporter cleanup. Abandoned seeds leave admission lookups immediately; failed cleanup remains retryable, including ownership errors. Failed ordinary reservation writes are repaired before dispatch/terminal records without granting seed or overflow capacity. Already-started reports keep stable IDs and estimates through ownership errors; native, compact, passthrough and CLI cleanup always release their reporter leases.
  • Integrated dev after feat(anthropic): add anthropic2, an independent Anthropic account pool with a green Pool 2 mark #6743 with merge commit bb9c2281e9. Conflict resolution preserves Anthropic2 instance admission and send ownership together with selected-account seed rebinding, frozen spend policy, physical reporting and exception-safe cleanup. Observe-only admissions also retry queued journal repair records after storage recovery.
  • Writers retain ordinary v1 records and the original pool hash domain, without persisted identity metadata. The frozen complete 2.80.0 reader preserves its per-label interpretation; canonical cross-alias aggregation and identical same-traffic allowance after downgrade are not promised.
  • Native Chat/Messages, Responses HTTP/WebSocket/compact, and adapter executors use the shared policy/accounting contract. Claude CLI, CodeBuddy and Qoder count one invocation as one physical send; child-internal retries/tool turns do not consume separate L units, while all reported actual usage settles.
  • Structure documentation and all eight configuration locales describe the request-start policy, self-binding, historical overlay, L, CLI counting, and rollback limits. All seven original CodeRabbit threads received commit-specific replies and were resolved.

Verification

Current head: 6e4b899ba0075dcf330a8ce15301ec4a52e75735.

  • Fixed-policy, persistence, cleanup and transport regressions include red/green evidence. Final report recovery coverage: 109 passed; affected transport suites: 161 passed; CLI suites: 65 passed. Earlier policy-snapshot and exact-prepaid-proof regressions also passed. These sets overlap and are not an aggregate count.
  • bun run typecheck, bun run structure:check, bun run privacy:scan — passed. Test-layout, file-size and core/Lab boundary checks: 53 passed.
  • Documentation build passed locally before integration (569 pages, 79,146 internal links), and the final exact-head hosted docs build passed after integration.
  • Local full run on 6e4b899: 41,456 passing test results and no failed assertions were printed, then tests/ci-workflows/install-scripts.test.ts stalled in the restart-helper-without-setsid case; the 900-second watchdog exited 124. Root cause is unconfirmed. The exact same file passed all 10 tests and exited normally when run alone on 6e4b899, fe0ffa6, and current dev (4222989). Captured handles showed no network or spend-journal handles, and review found no accounting retry busy-loop. This is not claimed as a full-suite pass; final integration proof is the new hosted CI below. The previously stalled restart-helper case passed in Linux shard 2 of that new run (60.95 ms). The immutable pre-integration fe0ffa6 full run passed 41,654 tests (132 skipped, 0 failed).
  • Fresh-context gpt-6-astra, high-effort independent security/accounting/compatibility review — PASS at fe0ffa6, no blocking issues; 235 tests passed across nine affected suites. A separate fresh-context Astra review passed the three merge-conflict resolutions at bb9c2281e9. The narrow journal retry fix at 6e4b899 also passed independent review and 83 tests. The reviews apply the user-approved request-start policy and current-provider self-binding; mid-flight policy transition enforcement is outside the design.
  • Post-merge validation: typecheck, structure, privacy, and 384 tests across 11 spend/native/Anthropic instance suites passed. Journal recovery regression: two new cases failed before the fix; 97 related tests passed afterward. These sets overlap.
  • Exact-head Cross-platform CI 37820522769 — SUCCESS on 6e4b899ba0075dcf330a8ce15301ec4a52e75735, including all four Linux and nine Windows test shards, gates, structure, documentation build, storage/API, keyring, npm-global and Docker checks. Aggregate ci passed. React Doctor and PR policy/hygiene checks passed; macOS jobs are conditionally skipped and are not claimed as passing. Fresh CodeRabbit review explicitly covers 6e4b899: no actionable comments; all eight review threads resolved. Previous-head CI is not claimed as current proof.
  • Validation uses fixtures, isolated homes and local mock upstreams, not live-provider billing. CLI internal wire boundaries remain opaque under the one-invocation policy. Persistence failures retain accounting/cleanup debt until storage recovery and later activity; process loss before failed records can be persisted remains a storage-failure boundary.
  • This lane does not merge the PR, close fix(responses): record the canonical spend pool for request usage #6370, release, deploy, restart the real proxy, rebase or force-push. No CI was manually cancelled. The old fe0ffa6 CI completed successfully before this push and is superseded as evidence by the new head; it ran against pre-feat(anthropic): add anthropic2, an independent Anthropic account pool with a green Pool 2 mark #6743 dev and is not integration proof. Description edits automatically superseded auxiliary policy/Labeler/Hygiene runs; their completed successful results are recorded separately from test CI.

Aggregate verified salted aliases without moving original balances; fail closed on unresolved pool history before dispatch. Preserve compatibility metadata in v1 checkpoints and document the supported rollback boundary.

Add synthetic cross-version, retention, durability, and rootless preflight coverage.
Validate historical identity proposals atomically, retain exact reservation
ownership through child preflight, and record rooted continuity refusals once.

Add synthetic regressions for graph ordering, permit lifecycle and scope,
exact-limit recovery/combo dispatch, and refusal event accounting.
Preserve exact pending receipts and prepaid spend proof ownership alongside validated-rebase charging and refund predicates. Add synthetic coverage for rebase proof claims, release, external settlement, adapter handoff, and final-recovery refunds.
Recovery checkpoint of the in-progress contract C implementation so the lane
can continue from a managed worktree. Not review-ready; T1-T9, docs and
independent review remain.

Explanation

Direct issue #6370 has unmet coding requirements. The PR assigns each configured provider's salted pool alias automatically in src/lib/spend-pool-continuity.ts and src/lib/spend-reservation-ledger.ts; #6370 requires historical ownership to use only explicit verified aliases and forbids roster-based assignment. The PR also adds poolContinuityRefusalReason() and calls it before routing in src/server/workflow-refusal.ts:121-127; this refuses a request for unresolved history before a candidate provider is known, while #6370 requires unknown positive history to count against candidates and not cause pre-route refusal. The documented v1/2.80.0 behavior also does not retain canonical cross-alias attribution or continuity-aware downgrade behavior, which conflicts with #6370's supported-rollback requirement.

Resolution

Align the implementation with #6370 before merge. Do not bind historical pool labels from the live provider roster; bind only exact, validated spendPoolAliases destinations. Remove the unresolved-history refusal from pre-route admitHttpWorkflowTurn; perform the conservative candidate check after routing and retain fail-closed post-route reservation and ceiling checks. Preserve canonical attribution and continuity metadata across the supported 2.80.0 downgrade/upgrade path, or provide the required v1 checkpoint representation. Add regression tests for roster changes, unknown-history pre-route admission, post-route refusal, and downgrade/upgrade attribution.

Compose child-owned prepaid send reservations with the bounded physical-send
accounting from lidge-jun#6763. The shared physical-send reporter stays the accounting
contract for direct requests and enforced spend. Physical-dispatch receipts
settle only combo-owned or compaction-prepaid sends while spend enforcement is
inactive, so no send is charged by both. Child ownership, allowance derivation
and release of unsent bookings stay on top of both paths.

…ends

Record that a Combo or compaction permit comes from reserveDispatch, which starts
and freezes the spend policy before dispatch, so the once-per-request receiptMode
cannot disagree with a live enforcement check. Add tests for that invariant,
for passthrough Combo sends starting the policy from their booking, and for
enforced spend counting a local refusal after beforeSend as one started send
(the same accounting lidge-jun#6763 has).

Carry of #6751 onto current dev with a parity regression.

With transientRetryOn5xx.attempts: 1, a Combo prepaid its target's first
send and immediately spent the permit, so the child computed a zero send
allowance and answered a local 429 without reaching the provider. The child
now owns its exact prepaid booking until physical dispatch: HTTP receipts
settle after final local admission, WS receipts after the frame is sent,
adapter-owned transports through a live dispatch view, and hosted
search/image/video producers keep the same owner. Unsent bookings are
released; target-local totals still intersect the shared ceilings. #6763's
reporter remains the accounting path whenever spend enforcement is active.

Added here: a regression that a two-round hosted web-search turn makes the
same model sends (two) for a direct request and a Combo target under
attempts: 1, so the child-owned booking keeps parity with the direct path.

Supersedes #6751

* fix(responses): admit WS receipts before send and own Combo 403 hops

Review fixes for the #6751 carry.

- Codex WebSocket: the physical-dispatch receipt now runs before the frame
is sent. A refused receipt rejects before any frame leaves, without an
SSE fallback. One receipt covers a WS attempt and its HTTP fallback, so a
frame that never left is not charged twice. If WS send throws and the
HTTP fallback then refuses before dispatch, the booking stays charged
with no physical send; that conservative case is pinned by a test.
- Antigravity 403 verification retry: a Combo child now hands the sibling
hop to the sidecar owner, the same as the 429 path, so a retry stopped
  before dispatch releases its booking.

* docs(responses): say the WebSocket receipt runs before the frame is sent
