fix(chat): preserve reasoning intent across failover - #5843

@lidge-jun @Wibias Please review the Chat ingress versus per-target reasoning normalization boundary. The regression proves an empty-ladder first target cannot erase effort for a capable fallback. @codex review |

📝 WalkthroughWalkthroughChat reasoning cleanup now skips combo and policy routes. Final route normalization removes effort for Chat requests when the selected route has an empty supported-effort ladder. Added tests and documentation cover reasoning effort across failover attempts. …g combo failover #5843 and #5844 each pin their own half; this case drives one Chat request carrying legacy functions, a function_call/function pair and reasoning_effort through a combo whose first target has an empty effort ladder, and checks the fallback target receives both the translated call/output pair and effort high. It fails on dev and passes on the union. Co-authored-by: Ingwannu <Ingwannu@users.noreply.github.com> Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
… test home The policy-fallback case added in lidge-jun#5843 routes through policy/daily, which opens the routing-history SQLite index under OPENCODEX_HOME. afterEach then removed the home while that handle was still open; POSIX allows it, Windows answers EBUSY until removeTreeWithRetry gives up (windows 7/9 on the post-merge dev dispatch, run 36161093601). Close the index first, as the routing suites already do. The legacy-functions combo case shares the harness and gets the same teardown.
