I would not mind, note that it's also used by go-libp2p-http which is used by go-ipfs and ipfs-cluster, and also lives a personal repo (these projects were weekend toys that ended up being used). |

Applies the core refactor to this module (libp2p/go-libp2p#602). Necessary because go-libp2p-raft depends on this.
Q: do we want to pull this into the libp2p org?
