Update rebar3 post or write new one

Things have changed lot (mostly on the rebar3 end) since the OP. The LFE compiler plug-in has gotten smarter too, especially with respect to only recompiling as needed. There are outstanding issues with compiling LFE tests, but I'm in talks with the rebar3 team about resolving those.
