WPF UI | WPF UI Gallery Problem - TimePicker does not work

Describe the bug

I clicked TimePicker, but nothing happened.

To Reproduce

I downloaded the entire source code and ran the project using VS2026;
Whether add TimePicker by myself or use the TimePicker from project Gallery;

Expected behavior

When I click on TimePicker, nothing happens, it only displays normal control and text.

Yep, it's broken. #1058, #966, and #1071 appear to be duplicates.

#1499 might be a fix.
