Data Import Validation

It has been found that some of the envelopes have incorrect kind of data inside. We should add some more tight validation to avoid getting incorrect data into the system. 

Some examples of currently existing issues

1) Date Format being in an incorrect format
2) Encoding being 'en' instead of 'en-US"
3) Languages being mixed up
```
