Data Consistency Validation

Write some "data and query" tests that look at (sandbox or production) data and prove that the data and indexer are working correctly. This isn't something we should build yet, as we aren't funded to do it, but consider the idea, and I'm happy to talk more about it.
Some example ideas:

1. Count number of credentials
2. Count number of creds w/Competency frameworks
3. Count number w/out Competency frameworks
4. Sum 2+3 should equal 1
