upgrade le-utils

Summary

Upgrade le-utils to the latest version of this package.
Studio unstable is using 0.2.1.
Support for scorm files was added in 0.2.2.

This PR is done to have the option to upload scorm files.

@jredrejo the ./contentcuration/manage.py makemigrations --check failed. The upgrade of the le-utils package will require some migrations to be generated

@bjester thanks, I just wanted to notice the need of this upgrade to test the experimental scorm support. I suppossed something else was going to be needed but could not spend time on it. This is not urgent for me now and I have some things to be done asap. In case you can take it over, perfect. If not, I'll continue it in the upcoming iterations.
