Description of the change(s) you made

• Follow up to Initialize postgres docker container with developer defined SQL #3654 which had a known issue with the Change table, which has an auto incrementing integer field that breaks when making changes to a channel after initialization, despite rebuilding sequences
• Uses --exclude-table-data flag to exclude the table's data from the export according to the documentation https://www.postgresql.org/docs/current/app-pgdump.html

Manual verification steps performed

1. Ran make .docker/postgres/init.sql to create an export/backup
2. Checked out a new branch
3. Ran make dcservicesup where it restored from the export
4. Ran the devserver and made changes to a channel
