'Explore without an account' link should link straight to public channels

Observed behavior

Since the 'Explore without an account' link goes to /channels, by default that loads 'My Channels' first, which without an account is unnecessary. The consequence of that is when you click to go back after loading the public channels page, it goes back to 'My channels' with a forever spinner.

Expected behavior

1. If the 'My channels' view does a redirect for unauthenticated users, it should 'replace' itself in the navigation history
2. The 'Explore without an account' link should probably link directly to the public channels view

User-facing consequences

The forever loading 'My channels' view feels like a broken experience.

Steps to reproduce

1. Be signed out of Studio
2. Open the Studio login page
3. Click 'Explore without an account'
4. Wait until the public library view loads
5. Click backwards
6. Observe forever loading 'My channels' view
