Hotfixes - Cannot publish a channel with manually created exercises

Observed behavior

This issue was observed while regression testing around #5417 and is not happening at production Studio - if I create a new channel and then go ahead and manually create an exercise (or practice quiz or survey) then when I try to publish the channel it can't be published and there are no errors in the console. If I add or import other resources including exercises I can then publish successfully the channel, but when I try to import it in Kolibri then the manually created exercises are not present and cannot be imported.

Expected behavior

It should be possible to publish the channel with only manually created exercises and then import them in Kolibri.

Steps to reproduce the issue

1. Sign in to Studio
2. Create a new channel and create an exercise
3. Try to publish the channel with the single exercise
4. Upload other supported files and publish the channel
5. Try to import it in Kolibri
