Track the 'next' publishing progress in a parallel way to the publishing task #5115

Currently, we show the next publish as complete (via a popup) once the change event for it has been created.
Instead, we should be tracking the progress of the publish next change being applied, similar to the current publish event.
We could then display this progress in the UI, and then show the popup once it is completed.
