Hotfixes - Getting 'The specified key does not exist' error for a pdf in Arabic

Observed behavior

When I upload a pdf in Arabic I am seeing a 'The specified key does not exist' error message and the preview of the file is not being generated. Uploading and previewing the same pdf file is working correctly at studio.learningequality.org.

The preview is also not being generated for epubs in Arabic.

Expected behavior

The preview should be working for pdf/epub files regardless of the language.

Steps to reproduce the issue

1. Sign in to studio and open an editable channel
2. Click the "Add" dropdown button and select "Upload files"
3. Upload a pdf file in Arabic

This was caused by testing direct proxying to the cloud bucket through Cloudflare. We reverted the changes and I've verified this doesn't occur
