Unstable: update API and search management commands on unstable

https://github.com/learningequality/studio/pull/3892 optimizes the search tsvectors insertion command on hotfixes. After https://github.com/learningequality/studio/pull/3892 gets merged into hotfixes and hotfixes is merged to `unstable`, we need to update that management command's API on `unstable` to be usable by publish channel function.
