No option to change the language when not being signed-in

Observed behavior

There's no option to change the language while viewing the public resources page or any other pages when not being signed-in.

Expected behavior

It should be possible to change the language from any page when I'm not signed-in similar to the implementation in Kolibri.

Steps to reproduce the issue

1. Go to https://hotfixes.studio.learningequality.org/en/accounts/#/
2. Click the 'Explore without an account' link
3. Look for an option to change the language.

Looks like other languages are indeed available and signed-in users can change languages. I see no reason to not expose this to guest users as well. See design below for specifications. We'd need to do the following:

• For guest users, replace sign in button with a user icon
• User icon triggers a dropdown menu with options to change language or sign in
• Appropriate the existing language changer modal
