Facility > Users - The buttons are not visible in the Android app when performing bulk actions at the Users page

Observed behavior

This issue is valid only in the Android app and only for the Users table where if I select a user and attempt to assign/enrol or remove the user, then the buttons at the bottom of the side panel are no longer visible. The buttons are visible and working correctly when performing the same actions at the New users table.

Expected behavior

The buttons should be fully visible.

Steps to reproduce the issue

1. Install the build from https://github.com/learningequality/kolibri/releases/tag/v0.19.0-beta0 on an Android phone
2. Go to Facility > New users and perform bulk user actions at the Users table

It should be the same fix as #13215. I wonder if we should fix this within the side panel modal component directly to fix any upcoming issues with any new side panel modals that may be shown in immersive and non-immersive pages.
