This PR stops runtime lookup when a selected local Elan link cannot resolve its compiler. A broken link that shadows an installed release previously let Beam select that release silently, even though the project selected the link.

  • Preserve typed link-observation and compiler-resolution failures while keeping non-applicable project-path probes optional.
  • Exercise real local-link transitions with an exact release present, including missing and non-file compilers, observation failures, dangling links, and link removal; candidate compilers are never executed.
