ci: set "author" explicitly in create-pull-request action

I'm being tagged again as co-author for bot PRs after #34750 removed the author line. We set the author input in the create-pull-request action explicitly to the bot's noreply email address to prevent this.

• The relative value is the weighted sum of the differences with weight given by the inverse of the current value of the statistic.
• The absolute value is the relative value divided by the total sum of the inverses of the current values (i.e. the weighted average of the differences).

Looks sensible to me, but I haven't investigated in detail.
