http-proxy-middlewarepackage supports customizing it behaviours throug plugins (https://github.com/chimurai/http-proxy-middleware?tab=readme-ov-file#plugins-array).This PR adjusts this service so its plugins can be configured through a
config/plugins.{js|ts}file.
