Continue past rejected ambiguous backlog alerts
When an older queued alert has alertDelivery: "unknown" and its recorded recipient is later definitively rejected, this return stops processing the entire alert backlog. recordRejectedAttempt intentionally keeps that alert unknown and pinned to the rejected recipient, so every subsequent failed supervisor run retries the same dead thread and returns before sending the new current incident; that newer blocker remains pending indefinitely even after recoveryThreadId is repaired. Retain the older alert's ambiguity without letting it block delivery of later incidents.

Addressed the backlog starvation finding in review 5123172048 with 344c5a7. A definitively rejected backlog recipient is attempted once per supervisor run, retaining its original uncertainty while allowing later incidents to be delivered. Generic uncertain failures still stop the pass. Regression coverage verifies that the old rejected recipient is retained and the new blocker reaches the repaired recovery thread. All 71 focused tests and exact-head/base Quick CI pass. |

When checkpointing recovered before queued failure alerts reached the repair thread, the supervisor could send obsolete failures and then immediately close them, triggering unnecessary repair work. Successful runs retire never-attempted alerts and close failures that were delivered or may have been delivered, preserving the attempted recipient when recorded. Failed runs retain delivery retries. Explicit pre-dispatch failures are treated as rejected, allowing retries to follow repaired configuration; uncertain deliveries retain their original recipient.
Validation: 73 supervisor tests passed, including regression coverage for queued alerts and recipient changes; Quick CI passed for updated head
