update numpy and pandas versions requirements (meta.yaml + setup.py)

on Travis, tests are performed with last version of numpy and pandas.

Not sure if the current version of larray (0.32.3) is still compatible with old version of numpy and pandas ?

No idea. It's probably "mostly but not entirely" compatible. We need to check that assumption though.
