Ability to load custom fixers

Hi, currently I have many custom fixers, would be nice if there was a way to load them via the config file

There was a PR for it.. #26 but it got dropped due to some complications... I have switched to ECS (https://github.com/symplify/easy-coding-standard) until pint supports custom rules...
