Run Flow component produces incorrect actions when tool_mode is enabled

When using tool_mode in the Run Flow component, the actions output is incorrect.
The input and output are incorrectly included in the actions output.

Reproduction

Steps to Reproduce:

1. Add a Run Flow component.
2. Enable tool_mode in the component settings.

I can confirm that the Run Flow component is indeed facing multiple issues in version 1.7.1.

Besides the actions problem reported here, the component is also failing to pass inputs to the selected subflows, as detailed in issue #11153.

I have created another internal ticket (LFOSS-3188) specifically to investigate the actions behavior reported in this thread.
