Investigate transfers fee calculation

We should take a look and investigate how the transfer are executed in both starknet in rust and blockifier. Since they usually have 20% difference in actual fee . This should be done using the RPC state reader.

First two tx were fixed by #1015. Last tx shows the same result as blockifier (the difference is due to the age of the block)
