This PR is about sharing vfolder section for 24.09

Changes:

  • From Backend.AI version 24.09, NEO session launcher is provided as the default session launcher
  • Added a description of how to enable classic neo session launcher (utilizing user settings)
  • Added a reference hyperlink to the neo session launcher usage description.
