Issue with k8s.io/docs/contribute/

This is a Bug Report

Problem:
https://kubernetes.io/docs/contribute/new-content/open-a-pr/#changes-using-github is returning 404

Proposed Solution:
The correct link is at https://kubernetes.io/docs/contribute/new-content/new-content/ but that still seems kinda wrong just from what the path looks like.
