run the kops baremetal jobs in prow & add hyperdisk jobs

• Nested virt is available in the GKE build cluster so I created the baremetal jobs there
• I moved the presubmits to use us-central1-docker.pkg.dev/k8s-staging-test-infra/images/kubekins-e2e instead of gcr.io/k8s-staging-test-infra/kubekins-e2e. kops doesn't use any kubekins-e2e v1 deps so it will work and we already use it for kops scale jobs. This change will be applied to the rest of the kops jobs in a follow up PR.
• I created a new job to test hyperdisk changes in add support for specifying iops and thoroughput when using hyperdisks kops#17685

@upodroid: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

• key kops-presubmits-e2e.yaml using file config/jobs/kubernetes/kops/kops-presubmits-e2e.yaml
• key kops-presubmits.yaml using file config/jobs/kubernetes/kops/kops-presubmits.yaml

In response to this:
