This PR allows etcd performance tests related jobs to be parsed and rendered on perfdash.

Special notes for your reviewer:
The supporting changes for parsing etcd benchmarks have been added through #3592. This PR only updates the configs for the perfdash to process the available results.
Additionally, the updated deployment spec requires to be updated in production. A kind request to the approvers/maintainers to help update the same.
