Calling Docker daemon even for other container runtimes

Still have a lot of unconditional calls to Docker, around the code base:

DigestByDockerLib

ExistsImageInDaemon

LoadFromTarball

WriteImageToDaemon

Usually these fail since we stop dockerd, but should be conditionalized.
