Use etcd official images

How can we move towards using etcd's officially built images instead of the images built in k/k?
Can we test using it (similar to kubernetes/kops#17485) to see if there are any blockers?

the image must remain registry.k8s.io/etcd and have a known tag by kubeadm.

for adhoc testing one can do:

kubeadm init --config foo.yaml

the config file can contain clusterconfiguration.etcd.local.imageX

If etcd official release can push images to registry.k8s.io/etcd, that would be nice. It means kubeadm does not need to change. So do other installers.

changing the image location is a no-go. we had major issues when the coredns image changed.
