Add generic CombinedStatus type

What this PR does / why we need it:

Adds More generic combined status set than the one introduced by #7283 which can be utilized both for batch processing of check capacity provisioningrequests & the upcoming single scaleup optimization for best effort atomic provisioningrequests.
