add Packet cloudprovider owners

Adds several engineers from Packet and long-standing contributors involved in Kubernetes tooling to the Autoscaler OWNERS file for the Packet cloud-provider.

Questions:

• What requirements are there beyond what is defined in https://github.com/kubernetes/autoscaler/blob/master/CONTRIBUTING.md?
• Is there interest in having a bot subscribe these OWNERS based on Issue title or keywords? (There must be examples of this in other kubernetes/ repos).
