CA DRA: implement DRA autoscaling e2e tests

Is your feature request designed to solve a problem? If so describe the problem this feature should solve.:

We don't have any e2e tests running DRA autoscaling scenarios, we should close that gap.

Describe the solution you'd like.:

We should pick the most "representative" test cases from the DRA integration tests, and implement e2e tests for them.

Additional context.:

This is a part of Dynamic Resource Allocation (DRA) support in Cluster Autoscaler. An MVP of the support was implemented in #7530 (with the whole implementation tracked in kubernetes/kubernetes#118612). There are a number of post-MVP follow-ups to be addressed before DRA autoscaling is ready for production use - this is one of them.

Where are the current e2e tests for cluster-autoscaler? seems like only VPA has e2e tests...

@MenD32 there is basic scale out/in testing in cluster-autoscaler/cloudprovider/azure/test. The infra is azure-specific (uses CAPZ) but it shouldn't be that hard to add new scenarios.

Got it, so this issue is for azure specifically... also there is a section in the cluster autoscaler FAQ about e2e tests that seems deprecated, do you know if that's the case?

No, but because we have E2E tests already set up for Azure we have the opportunity to re-use that to fast-track new E2E test scenarios. If we don't want to do that we can setup E2E tests from scratch.
