Update to Kubernetes 1.33 and go 1.24

What this PR does / why we need it:

This PR bumps Kubernetes version to the latest, and it also bumps the go version. Putting up this PR because it is needed in order to be able to move forward with merging #186 since csi-lib-utils requires go 1.24 or higher.

Let me know if there is anything else that I missed, I have not done dep bump in this repo before.

Update to Kubernetes 1.33 ad go 1.24.
