Funny note: we assumed tools like ssh-add to be installed on the machine, and adding the --no-install-recommends (which is actually a good thing: this is more explicit and we have better control on what is installed) broke our CI after upgrade. So for now we install it on our side.

So it depends how many people rely on openssh-client package to work, but I believe this is a common use case to inject/generate ssh key allowing access to target machines.
