[2.22] Fix hardcoded pod infra version

What this PR does / why we need it:
The pod_infra_version should not be hardcoded and should instead dynamically change with the kube_major_version.

• kube major version 1.26 corresponds to pod infra version 3.9.
• kube major version 1.25 corresponds to pod infra version 3.8.
• kube major version 1.24 corresponds to pod infra version 3.7.
