fix(conformance): fix conformance setup issue by not relying on suite.Setup from gateway-api

Currently we have to manually create a gateway-conformance-web-backend namespace, because it was considered useless and deleted in #982. However, it is actually needed when we run suite.Setup, it is checked here in the gateway-api library.

Checking the suite.Setup function, not all of them is needed by the conformance tests in inference gateway. So in this PR, I create a standalone function and just do not call the suite.Setup.
