Move Proposal Docs to Docs Site

Docs are currently split across ./docs/... and ./site-src/.... Transition proposals (docs/proposals/...). to site-src/gieps/...

I've thought about doing this. But, I worry about amassing dead links moving them over.

We could redirect. But its hard to know which files have been linked to. We could also just duplicate to the docs and not add any more new proposals to Github, but our current process seems to be reasonably adopted. If people feel strongly that there is a superior experience using the website for proposals, I'm open to it. They currently seem equivalent to me, and I actually prefer Github, as you don't fight with the site's specific markdown quirks.
