0.5.1 patch

Our patch should consider 3 items:

• Helm chart configurability: Enhanced InferencePool Chart Configurability #1211
• TLS metric scraping: Support scraping metrics from target running with TLS #1189
• Fixing max score picker: random endpoint pick on tie break in max score picker #1205

Of the 3 items, 2 could be considered bugs: TLS metrics scraping & the Max score picker. The 3rd item #1211 is considered in the patch to enable downstream consumers. As this is just a change to the helm chart & does not adjust functionality, this should also be considered in the patch.
