Release Tooling: make release is not updating rc version when previous version is also rc #1172
Description
as part of release v0.5.0, I made rc1. most of the places were updated correctly (except for those that documented in the open issues).
after adding another PR to the release branch and cutting rc2, none of the file was updated in the make release except for the tag field in the charts.
