Current Configuration API doesn't support DecisionTreeFilter

the current implementation doesn't define how to configure decision tree filter and doesn't include factory function for the decision tree filter.

this makes it impossible to configure through file the current configuration.

We are actively looking to remove the decision tree filter logic. So not a huge deal to not support I think

@liu-cong I think we should prioritize converting the decision tree into scorers.

However, if there is a non-intrusive way of adding decision tree into the current config, I would do it just so we accelerate the migration to the config api.
