🌱 add missing validations to MHC in ClusterClass

What this PR does / why we need it:

This PR adds some of the missing validations in MHC in ClusterClass.

Example: unhealthyRange should always be of the form [1-3]. If the validation is missing in ClusterClass it can be set to 1-3 and this will lead to failured in topology controller.
